Reason for Amendment: Section 302 of the Comprehensive Methamphetamine Control Act of 1996, Pub. L. 104-237, 110 Stat. 3099, directs the Commission to increase by at least two levels the offense levels for offenses involving list I chemicals under 21 U.S.C. §§ 841(d)(1) and (2) and 960(d)(1) and (3). Pursuant to this provision, the Commission promulgated an emergency amendment to §2D1.11, effective May 1, 1997.
