This compilation contains preliminary unofficial text of proposed amendments to the sentencing guidelines and is provided only for the convenience of the user in the preparation of public comment. Official text of the proposed amendments can be found on the Commission’s website and will appear in an upcoming edition of the Federal Register.
The Commission is seeking comment on these proposals through March 3, 2025 with a reply comment period closing on March 18, 2025.
There are two methods for submitting public comment.

Summary of Proposed 2025 Amendments (published January 2025)
SUPERVISED RELEASE
Seeks comment on a two-part proposed amendment relating to supervised release, including (A) amendments to Chapter Five, Part D to provide courts greater discretion to impose a term of supervised release in the manner it determines is most appropriate based on an individualized assessment of the defendant and to ensure the provisions in this Chapter fulfill rehabilitative ends, distinct from those of incarceration; and (B) amendments to Chapter Seven to provide courts greater discretion to respond to a violation of a supervised release condition and to ensure the provisions in this Chapter reflect the differences between probation and supervised release.
DRUG OFFENSES
Seeks comment on a multi-part proposed amendment relating to drug offenses, including (A) amendments to §2D1.1 to set a new highest base offense level in the Drug Quantity Table and to add a new trafficking functions reduction; (B) amendments to §2D1.1 relating to “Ice” and the purity distinction between methamphetamine (actual) and methamphetamine mixture; (C) amendments to §2D1.1 to revise subsection (b)(13); (D) amendments to §2D1.1 to address the application of subsection (b)(1) to machineguns; and (E) amendments to §5C1.2 to address the manner by which a defendant may satisfy §5C1.2(a)(5)’s requirement of disclosing information to the Government.
